The Cebu City Department of Social Welfare and Services (DSWS) is ready to release the first batch of financial assistance for victims of super typhoon Odette

According to DSWS Head, Portia Basmayor, the funds were prepared by the City Treasurer’s Office (CTO) on Tuesday December 28, 2021.

"SUNSTAR" reports that starting Thursday, December 30, 2021, the Cebu City Government and its partners will hold a massive clearing operation or "Oplan Barug Sugbo" as a way to deal with the damage left by Typhoon Odette in the City.


A mandatory Stay-at-Home Order will also be implemented and movement outside residence shall only be allowed for purposes of:

- clean-up,

- accessing necessities, and

- for work.

"Oplan Barug Sugbo" directs the active participation of all private and government institutions and other stakeholders.


According to "PHILIPPINE NEWS AGENCY" (PNA) the provincial government of Cebu will allocate PHP500 million to help restore the livelihood of Cebuano survivors of Typhoon Odette.


Duterte met with Garcia in Mactan, Cebu, where the President lauded the governor for her quick and active response to the calamity.


Garcia said the onslaught of "Odette" taught her the importance of going back to basics, which is why she will put up a radio base in all LGUs and police stations in the province so there will be constant communication even if there is no mobile phone signal or internet connection.


"INQIRER" reports: Through Alagang AyalaLand, Ayala Malls is extending its resources to support families affected by Typhoon Odette. Since the downpour, distressed citizens are aided through the collection and distribution programs of relief goods at Ayala Center Cebu and other Ayala Malls.


According to "SUNSTAR" Typhoon Odette devastates over 24,000 houses in Consolacion, Cebu. 22,424 were damaged while 1,527 were destroyed. Agriculture in the town was also devastated by the typhoon.

Prices of pork, chicken and fish are expected to rise, but the Municipality is closely monitoring prices to ensure no abuse from businesspersons.

The price of drinking water, which has become scarce after Typhoon Odette, is being monitored by the Local Price Monitoring Council as ordered by Mayor Joannes Alegado.

"THE MANILA TIMES": US govt sends additional P50 million ($1 million) aid to typhoon victims in partnership with the United Nations World Food Program (WFP), through the US Agency for International Development (USAid) to support Typhoon "Odette"-affected communities.


According to the "PHILIPPINE INFORMATION AGENCY" (PIA) Gov’t starts distributing shelter assistance to families affected by Typhoon Odette.


A total of 97,500 families affected by Typhoon Odette in the Visayas and Mindanao started receiving P5,000 shelter assistance from the government, Human Settlements and Urban Development Secretary Eduardo del Rosario said on Monday.


Malacañang said Wednesday that President Rodrigo Duterte's order to buy tarpaulins to aid victims whose houses were destroyed by Typhoon Odette is only for immediate relief, and that government procurement of house construction materials will follow suit.


Secretary Del Rosario also reported that the PAG-IBIG Fund allocated P5 billion in calamity loan for its members in areas hit by Typhoon Odette.

“And the calamity loan, every member can borrow up to 80 percent of their total PAG-IBIG savings, with the lowest interest rate of 5.95 per annum, and payable of up to three years with a grace period of two months,” he said.

Under the scheme, a PAG-IBIG member can borrow P20,000 payable in three years.

"INQUIRER": Delivery company UPS has provided in-kind transportation for relief supplies to victims of Typhoon Odette. To date, UPS has flown seven flights from Clark to Cebu carrying over 40 tons of relief supplies.


LT Group, Inc. of taipan Lucio C. Tan has deployed its mobile water stations – one each in the cities of Cebu, Tagbilaran and Siargao. Capable of filtering over 11,000 liters of water per day.


Filinvest Land partnered with sister companies FDC Water Utilities, Filinvest-Hitachi Omni Waterworks, Inc. (FLOW), and Countrywide Water Services, Inc. (CWSI) to bring clean drinking water to Cebu.

The group brought 154,000 liters of potable water to over 3,000 typhoon Odette victims

"SUNSTAR": The Toledo City Government will be giving P2,000 to all households that were affected by Typhoon Odette earlier this month.


In a statement posted on its official Facebook page, Toledo City officials led by Mayor Marjorie Perales said the cash aid was made possible following the declaration of a state of calamity in the entire city after the typhoon.

According to a publication of the "PHILIPPINE NEWS AGENCY" (PNA) the Cebu City Health Department (CCHD) on Wednesday said no single dose of coronavirus disease 2019 (Covid-19) vaccine was spoiled during the onslaught of Typhoon Odette.


Dr. Jeffrey Ibones, CCHD head, said before the typhoon's landfall, they prepared generator sets as part of the preemptive measures in case the cold chain for the vaccines would bog down during the typhoon.

"SUNSTAR": 271 ships in Central Visayas ran aground, 12 capsized while 12 sank during the onslaught of Typhoon Odette (Rai).

The latest numbers were provided by the Philippine Coast Guard (PCG) Cebu.


"PHILIPPINE POST" reports that Cargo vessels and smaller boats that sought shelter on Cansaga Bay in Consolacion town, Cebu province, look like toy ships in disarray after these are swept by strong waves generated by Typhoon “Odette”  last week.

According to "MANILA BULLETIN" up to 33,709 families affected by super typhoon Odette have already received assistance through ABS-CBN Foundation Sagip Kapamilya, which continues to bring aid to Filipinos in devastated areas.


ABS-CBN Foundation continues its relief operations especially as many families are still waiting and hoping for help after the typhoon destroyed their homes and livelihoods, while some have also lost loved ones.


"INQUIRER": The Cebu provincial government will allocate more than P1 billion to help towns and cities affected by Typhoon “Odette”.


Gov. Gwendolyn Garcia said there was no fixed amount yet since the assessment on the extent of the damage was ongoing. “Rebuilding is important,” she said.

The death toll due to Typhoon Odette has reached 389, based on the latest report of the National Disaster Risk Reduction and Management Council (NDRRMC), "PHILIPPINE POST" reports.


The latest report also showed that a total of 1,074,169 families or 4,204,601 individuals in 429 cities or municipalities were affected by the typhoon, a total of 570,906 were displaced.


Typhoon Odette has caused more than P28 million worth of damages in 506,404 houses; more than P16 billion worth of damages to 276 infrastructures, and; P5 billion worth of damages to agriculture.


A total of 284 cities/municipalities experienced power outage/interruption, Power has been restored so far only in 154 cities/municipalities.

"BUSINESS MIRROR": International aid continues to pour in for 4.6 million Filipinos affected by Typhoon Odette (international code name Rai), as mini-outbreaks of diarrhea and gastroenteritis were reported in Siargao, Dinagat islands as well as in Cebu.


The World Bank said it has released $80 million (P4 billion) worth of loan to support the Philippine government’s recovery and reconstruction efforts.

"SUNSTAR" reports:  Some 880 tons of debris and garbage were collected during

“Oplan Barug Sugbo,” the massive city-wide clearing operation initiated by the Cebu City Government Thursday, Dec. 30, 2021, Cebu City Disaster Risk Reduction and Management Council chairman Gerardo Carillo told SunStar Cebu.


However, not all barangay officials were commended.

Department of the Interior and Local Government Cebu City Director Ian Kenneth Lucero issued a memo on Thursday to the chiefs of three barangays that reportedly did not participate in the city’s clearing efforts.


Carillo said Barangays Punta Princesa and Bulacao had each asked for a dump truck from Cebu City for use in the aftermath of Typhoon Odette, but never used them. Barangay Labangon also reportedly failed to collect any garbage since Typhoon Odette struck.


According to "RAPPLER" For farmers in southern Cebu, Odette took everything


"Nothing was spared. The banana plants, coconut trees, were all wiped out." : Farmer Ingarcial from Aloguinsan, about 50 kilometers away from Talisay City, said.

Adding: "There was nothing left that he could sell for food." Thankfully, his wife, daughters, and one-year-old son were safe after taking shelter in his cousin’s house.

What awaited him was a level of devastation not far from what he had imagined.


"BUSINESS WORLD": Cebu Governor Gwendolyn F. Garcia, who has been making the rounds of the province since last week, ordered mayors to prioritize residents’ shelter needs over repairs on public buildings.


The government of Cebu will be distributing P5 million to each city and municipality for the rebuilding of houses hit by typhoon Odette.


The governor said “Odette taught her the importance of going back to basics.” 

She said the provincial government will set up a radio base in every local unit and police station to ensure continued contact when commercial telecommunication services are affected by natural events.


According to "SUNSTAR" Typhoon Odette severely affected 37,000 Mandaue households, over 5,000 families in Consolacion town.


They each received the second wave of aid from the Municipal Government on Wed,

Dec. 28; A relief pack containing four kilos of rice and 10 pieces of beef loaf.

"PILSTAR" reports: As 2022 begins, the death toll from Super Typhoon Odette has climbed to 407 more than two weeks after the super typhoon hit the Philippines, the National Disaster Risk Reduction and Management Council said today.


According to the latest situation report by the NDRRMC, 78 remain missing in the aftermath of 'Odette,' while the number of those listed as injured by the storm has risen to 1,147.


Over 4.8 million have been listed as being affected by the storm. Of which, 339,881 remain displaced and inside 1,487 evacuation centers, while 135,292 displaced persons are still outside evacuation centers.


In a separate update, the Department of Social Welfare and Development said that P293 million in financial assistance to Odette survivors had now been given out by the national government.


According to "CNN PHILIPPINES" DTI arrested 69 retailers for violating price freeze in areas hit by Typhoon Odette.

According to "LAMUDI" several countries have extended assistance to rebuilding communities in Odette-affected areas. These are some of them:


  • United States of America: $1B through the United States Agency for International Development (USAID)
  • Canada: $3M ($500,000 for the urgent Red Cross response)
  • Hungary: HUF20M (HUF 5M to be sent to Caritas Internationalis)
  • Ireland: €250,000 through the World Food Programme
  • United Kingdom: £750,000 to the International Federation of Red Cross
  • Australia: AUD5M
  • New Zealand: NZ$500,000 donated to the International Federation of Red Cross and Red Crescent Societies
  • South Korea: $2M in cash (Embassy of the ROK offered in-kind emergency assistance worth $50K, in partnership with the DSWD)
  • Israel: food packs, relief goods, solar energy systems to 2,000 families
  • Japan: emergency assistance packs, which included generators, sleeping mattresses, sleeping pads, and dome tents


Let´s look back about 8 years, after the typhoon Yolanda/Hayian ripped off parts of the Philippines. The now at Tayud, Consolacion living Junick E. De La Rea talked to a reporter from "ASSOCIATED PRESS" in 2013.


The reporter then wrote: There are survivors here, too, including 22-year-old Junick de la Rea. He says the water swept him and five of his relatives off a rooftop where they had fled, but they all survived by grabbing a bunch of plastic and metal containers that happened to float by.

“Please, can you help me?” de la Rea asks a reporter. “I want you to send a message to a friend of mine,” a friend who works for the German Red Cross Union.

His message: “We survived. I want to say we survived. … We lost everything. But we are still alive – and we need help.”
